Office in the store is a giant step in the right direction. This will be appreciated by business and their technical support staff that service computers for non-technical team members.
Tbh, if VisualStudio has a UWP version, I don't see the need of a win32 version. MS def has some responsibility but so do users and the HW provider they choose. Then maybe you need to educate them about clicking on everything they see. Thankfully most people i know seems to have got past that stage, even the younger ones and i have not had to sort out a machine with those problems for along time.
Which apps won’t Windows 10 S be able to run?
The main reason they have to go throught the centenial converter is mostly the installer has to be changed and to make sure there aren't any processes that need to modify restricted areas. Most apps will have very little if any actual changes required. At least until those developers could get their apps into the Store... I would never install it on my home PC, neither would you, but for most of the average users it may fit.
Also, some people do exactly what you said which is they mainly just use a computer for internet and email. You don't have to use S mode if you need more advanced capabilities. If you're already using a device with Windows 10 S, these upcoming changes won't change much for you. You will still be running Windows 10 S on your device, but only now the OS will call itself Windows 10 Pro in S mode. You're still benefiting from all the advantages Windows 10 S has, but now it's running as a mode on top of Windows 10 Pro.

The Android marketplace is the largest in the world, though, so you're definitely not going to run out of apps to play with. While you can find some super premium Chromebooks out there running very powerful hardware, Chrome OS was designed to run on lower-end machines by streamlining its resource usage. Loading up on RAM might let you open a whole lot more Chrome tabs, but Chrome OS is already super efficient, so you end up getting the full experience even on the slimmest specs out there. I have used just about every version of Windows plus DOS. But for the most part, since 1981, I have used Wintel computers. Not being able to transfer my macro programs in Excel in the mid-1990s when they changed the capability of excel (visual basic i guess?).
Now that there will be Windows 10 Home S Mode, then we will see more S Mode PCs and potentially more cheaper PCs. Though I won't be surprised if that comes with compromises in the future when switching. Could be that you can't change the default browser, you can download other browsers but you can't change the default browser, or that you'll have the warning popup when installing apps outside the Store. The "faster" startup was assuming a Pro user was installing apps that auto-launch in the OS and run in the taskbar.

Side by side, out of the box, a Pro and S machine perform EXACTLY the same. Windows 10 S will get more Win32 apps in the Microsoft Store over time, that is part of why is is so good. Win32 apps are not as secure and part of the reason you need anti-virus in the first place. I just run Windows Defender on our computers and the computers run without AV slowdowns, Windows Defender is updated automatically with Windows Update so it is one last thing I have to deal with. No viruses on any of our computers in years either.
The registry doesn't slow down your computer, which has been shown time and again over a decade, installing programs doesn't slow down your computer either. The start up programs is invalid aswell, since uwp apps can be start up programs. Even on a year old computer, windows s will still be the same performance as any other sky of windows. But most people don't even know that a "startup" folder exists, let alone the fact that programs can slow down your machine over time. Windows actually has a reputation for slowing down over time. It was, for a while, one of the main reasons why people started switching to Mac.

Chrome OS is decidedly more basic, but that’s not to say it’s worse, especially considering the bargain basement devices that both operating systems will be running on. You get programs running windows in the familiar fashion, as well as a desktop and file explorer. There’s even a Start Menu of sorts, though it’s fairly simple.

When I'm on the go or just need to briefly check email, the mail app is totally fine. You can definitely use any windows 10 computer only using a local account (I don't see why S mode will be any different) , but it may reduce the number of features you can use. It's not about these apps starting up but how windows 10 manages those apps versus older apps.
But, we know, it is not about using actual facts, it is all about you trolling as usual. The least expensive of the Windows operating systems is Windows 10. It’s $139.00 and designed for the home or consumer user that doesn’t need the advanced features that the Pro version offers.
What about going from Windows Pro to S mode - is that a thing? Might be an interesting move as PWAs become available in the Store, if S Mode still has faster startup and is overall more secure. But that is the problem there are very few UWP apps that are any good. For the small amount of time the MS store have been going, it have got an awful lot of rubbish in there.
